those NIPs stringify json because they need to encrypt the content, pretty much all other events put k/v as tags
kind:30040 is basically kind:30023, it would make a lot of sense to keep it as similar as possible, particularly if you are not getting absolutely any type of advantage from doing it differently, and specially if you are getting an actual disadvantage (two slow parsing ops per event)
