in fairness, Pleroma's moderation tools came about very early in the project, and largely as a response to an immediate moderation problem: Switter
the recommended Mastodon solution to the Switter problem (an onslaught of mass advertising with sexually explicit media due to the sex work nature of the advertising) was to defederate Switter.
Pleroma got MRF instead, which allowed us to just move Switter posts to unlisted and mark the media as sensitive, thus solving the moderation problem without severely limiting reach of Switter's users.
