So you can move elsewhere, where there is internet. There you could still be able to access your bitcoin, it is not sticked to any geolocation. Until someone is running bitcoin servers, you have your money. (You can also run one).

If you move, your bitcoin cannot be freezed, because you only can control it.

But if you have it in a bank, and there is no internet, it is highly likely that you won't be able to get your money in a different country where there is internet. Also the bank can freeze your account to incentivize you to stay. Otherwise you would have to start from zero.
