It's a pioneer-model, I suppose you could say.

You find an unoccupied space and build a fence around it. Whichever group (or person) builds a house within that space first, owns the space within the fence. Everyone else within the fence models their house on that first house, even if they have to rebuild their house, or they are not considered "someone within this space".

It doesn't matter if the house is rickety, the building materials are shabby, or etc. It only matters who managed to build something resembling a house, first. You don't get extra-points for building a nicer house and painting it pink, and adding a rose window.
When the whistle blew, they had a house.
And you didn't.
