Whenever an American official says things like this (Taiwan should legislate its own GRA ASAP), I recall how my Japanese TERF friend told me not to trust any "Western experts". The most hilarious point is that no matter how obedient Taiwanese politicians behave on LGBTQ issues, those American officials will never support us on the other more important issues such as inviting us to be a member of the WHO. So, what is point in messing up our own country for those foreign rainbow gangsters? None of my LGB friends want the GRA or an Anti-discrimination Act. The only one will benefit from this trans rights movement is Taiwanese LGBT groups. They desperately need funds after the same-sex marriage bill has been passed in Taiwan. And they are willing to sacrifice our women and LGB people for that.
