Its quite possible that Russia suspects the US as violating the outer space treaty (1967- Russia and USA are signatories) which prohibits the deployment of WMDs to space, with their X-37B plane (or something else SpaceX is a trojan horse for), and are responding in kind with the deployment of their own system which the USA is now using as an excuse to accelerate their program (yes you read right). While there are numerous ways that WMDs can destroy satellites from the ground or even stratospheric balloons, the prospect of nukes hovering overhead 24/7 brings the 15-30 minute nuclear warning time down to a few seconds. That would definetly be cause for concern.
