Because of the regulatory arb that you're playing with ebikes. If a cop sees a gas powered bike he can immediately know you need to be registered and insured. Ebikes you can get away with saying its within the rule set much easier without the state trying to force registration and insurance on you. Gas bikes are cool in their own right but not for the reasons here.
