Bizarrely this NY Appeals Court ruling goes against NY statutes, and shifts burden of RISK of the payment from the perpetrator of fraud (Trump) to the victim (state of New York) to the tune of $282 million dollars. THAT amount will be hard for NY to collect if Trump goes broke
