Youth is generally associated with virility and fertility and as such is naturally attractive to most of humanity, but humanity has at the same time built up a system of strong taboos irt sexualizing the too young to prevent abuses by abusive individuals.

Of course, as you correctly say, the powerful can often flaunt social norms and taboos and have often done so to demonstrate their power. It's both a nasty and interesting dynamic.
