Yes it can fix surveillance, partially. Nostr can be read anonymously by running your own personal relay that feeds from a dozen or so others. The government can't tell what you're searching for that way. It's private because Nostr is a broadcast medium, each relay receives and stores all the messages from all over the world.
Rarely do you get a new tech medium that has the capability to be truly anonymous in some way. Even against the NSA or GCHQ.
To post anonymously on Nostr, you can use Tor. However Tor is likely compromised, at least in my opinion.
