Some asshat kept trying to hammer my relay with a bunch of events containing "~~ Hello World! ~~" in the content.

So, this urged me to add more refined rate-limiting to throttle specific event kinds per pubkey.

As well as, add the ability to block specific words or phrases.

v1.12.9 of #Nosflare incorporates these updates to help your relay block spam and "repetitive message flood" attacks.
