For the people too dumb to take the initiative and figure it out on their own, we could have some sort of open-air internment camp where their labor is used at low to no cost where they can be productive members of society through farming or simple assembly of useful products. While there they can be allowed 1 or 2 children per couple to maintain a replacement level of reproduction. This is essentially what prison already is anyways, except worse.
maybe we shouldnt try to teach everyone to read and write
