I thought maybe, maybe the only string of logic behind this was they didn't want the victims in danger by reporting it and law enforcement getting involved (still don't agree with that though). But because they want to protect the males who are abusing the women because their skin color is brown? Don't do the crime then and you won't get reported! So fucking backwards.
