It's my opinion that the malfunction in psychopaths is a nano scale, broad pattern, that could be detected if you had an imaging system that was able to capture and recognise this fault.

There must be a difference, and the difference must be detectable.

Thus, it follows that no advanced civilisation capable of escaping the gravity well would be unable to perform this diagnostic, and thus, it would be impossible for such individuals to not be detected and confined, or executed, since there is no such thing as an individual with this issue who hasn't tormented innocent people and animals, I would say, executed is the only proper Rx for such a disease.

Very likely the psychos in charge know this, that's why they are shit scared of "aliens" coming to visit.
