Sure. They use SMS for it because Telekom built it and Cheseapeake Bay bridge has that EZ Pass system tied to your license plate.
Lots of different methods, but they all require personal identifiers and bank account or credit card info. So the government can confiscate the records and track you down.
But you could have an npub solely for your toll system. Then they could find out where the npub went, but not who that was.
And you could use the npub in any car you were in.
