[2/2] … government's participation, but if the UN decides to help the people of Afghanistan via non-state channels, the government will have only two choices: to permit the aid, or to block it. By blocking it, it would help no one in Afghanistan and would incur condemnation. Either way, it would look bad, and the UN would be seen to be helpful and dutiful.
