Because those are notes with actual PII that leaks FAR more info about you than IP address, but in addition to it now reveals what IP is what specific person.
Who you are, what times you're active, what you're currently reading, who you are talking to, what you are searching for, etc.
It's a honey pot of info and making clients spread it around to other relays outside of user choice is a privacy leak.
