Sadly, my experience in many big cities (which would also include all of CA), with multiple freeways, there are a number of drivers that feel the roads are a NASCAR track. People who want to live usually just pick a lane, mind the following distance, and flow with the traffic. Posted limits don't mean much.
Different story in the more rural areas, where some small communities run their operating budgets off Road Infractions.
Had a laugh at 20K/Hr (12.5 mph) over. Dallas on a Sat.
