unfortunately, what we have now is a system where 15-year-old Sally, high on hormones, can run around and fuck whoever she wants, "age of consent" be damned; this presents an irreducible problem, because she isn't equipped to understand how bad an idea that is, but simultaneously, we are not empowered to prevent it in any meaningful way

the idea of licit unions at suboptimal ages, i.e. "marrying her off", is one solution (and a very traditional one) to this problem, or at least, a mechanism by which solutions can be attained ("she's her husband's problem now")

the people who focus autistically on "age of consent" miss the point (they miss lots of points); excluding the skeezers who want to cruise the local high schools for pussy, the people who have serious discussions about it are looking to solve or at least mitigate the socially-corrosive problem of young wahmen indulging their lusts
