To anthropomorphize a bit, no company, least of all oil companies at the apex of the economic hierarchy, cares about investors. Investors are even higher turnorver than workers. The board of directors and figure head have even less control over the company. Nationalized companies and worker ownded companies are under no more control than capitalist companies. They grow and don't change, but that's about it. They don't care about a bottom line; they just want to exist. It's uncanny how consistent they are in wanting to exist. That's why they have gradually molded traditional economics into a perfect excuse for them to do whatever they want. The only way to make them more responsible is to destroy the least responsible of them. Then employees in the others will brainstorm over the water cooler about how to keep their company from being destroyed, and making it responsible will be one of the ways they come up with.
