Ever come across The Anonymous Conservative and his blog. Easy to Google. He's got a thing going about complete surveillance covering every community, using ~10% of the population that's been recruited into the system. An expanded Operation TIPS (see wiki) that would cover everyone. Kind of related to gang stalking, which does seem to be real in a few cases.

He's pretty out there but he does say some interesting things. It's just the amount of resources required and level of conspiracy required that throws me (whole families born into the surveillance operation and living it their entire lives, from childhood to old age).
