Whether or not the subsidy is one time, vs repetitive over the lifetime of the vehicle is fairly irrelevant. The total cost of how much the government subsidizes any mode of transportation (be it materials costs, construction costs, infrastructure for refueling, fuel or electricity costs, assistance with running the system itself, safety oversight, end of life costs, costs of research and development, etc.) should be compared, not just one of many aspects while pretending many others aren’t also at play. Not arguing the subsidies are a good use of funds, just that your initial question was only looking at one small fraction of the overall subsidies at play.
