Govtech with it's low pay attracts a lot of people who can't get into the CA tech labor market which pays better. The biggest companies recruit directly from university compsci graduates. If your social situation doesn't make it likely to have gotten into those universities, govtech will still hire you. So we got tons of women, minorities and immigrants. (California tech does too, but my feels is that govtech has more)
