I think it's necessary when it enhances the story — gives a better understanding of the character/world, or it's significant for the plot & will come into play later.
It's better to skip during an action scene or some fast-paced part of the book, when the description slows down the pacing. Or when it doesn't matter what sth/sb looks like for plot/characters/world. Or when it's an ordinary thing that everyone can imagine without the description.
