My guess is

Moral authority is not weighted strong enough, the tax haven cartels, the beneficiaries of violence is expansion.

Those with that level of violent power do not wish to strip themselves and later people from the vocabulary of retaining the order.

We as public get told narratives that we are led to believe the ambition of those in monetary domination is to represent the good of the public.

A base recognition that life is divine and sacred and they will enact that expression in righteous violence.

Winner takes all.
