Norway has this different way of treating a large amount of crime, claiming the person is criminally insane, just because person have a mental illness. It's no excuse not to apply normal sentencing, in my opinion. The difference between Spain and Norway with this is big.
Norway is more willing to say: “Punishment doesn’t apply if the mind-state crosses a line.”

You pay part in white, and if both parties are on same wavelength, which is most natives, part is paid in black.
