President Trump is undermining China in Africa and South America. President Biden got Ukraine into a proxy war with Russia and took Syria away (started under Obama). President Obama took Libya out and started color revolutions in many places.
It's not really fair to describe these as presidential actions, especially in Biden's case. They're actions of difference parts the US state apparatus, largely the CIA and military. Likewise Russia and China have their actions.

The supreme court already ruled that one of Trump's EOs was fine because of exactly the statement that it must adhere to the the law. If you say do X within the law, then clearly you're not asking for things beyond the law.
