You can not avoid storage on Bitcoin. One way or another it could have be done even without segwit or op_return. If people are afraid storage will be worth more than financial transactions means CBzdCs eill be powerul and loved and we're losing our time here.

I am no coder but here is a proposal: imagine a post that starts with a special string that would not get published globally but that, followed by an identifier, gets fetched by apps that use that identifier. Of course I imagine this could be an app/webapp implementation issue, but would be more cleanly implemented directly in the protocol.
I also think that probably you already considered this.
