Sounds right to me. Accessing the "Dark Web" requires Tor (or Tor2ip gateways/proxies, but that defeats the purpose and is not a good idea). Nostr can use Tor connections (mainly as a user privacy function). Amethyst supports accessing onion services via Orbot, but, as far as I know, no other clients support it... yet. Many relays are also already running Tor onion services, though it's still not easy to discover and thus use them (this is hopefully going to be easier moving forward), but the posts are still widely visible over clearnet.
