You are absolutely right that there isn’t a good solution currently for where to “put” or how to label proxy relays.
I always envisioned a proxy relay as more of an “app” relay. The implementation part is still up for debate.
I think a separate encrypted list (outside of 10002) that isn’t meant to be shared with other users could be a solution for this. Another proposed solution is to add more labels to relays in 10002 events.
