There are certainly risks and downsides (as with all things).
Though I'm curious about the term "manipulating" here. Out of all the forms of communication we are seeing today, I funny think protests rank highly on the manipulation-meter. Nor would I think that most protests are formed because of manipulation.
But I may be misinterpreting what you mean here.
