My best guess is that either the missile guidance isn't as good as people want to pretend, or it was possibly knocked off course. If it hit that one building there which says cardiology, that's a really stupid target and a waste of a missile. But it didn't hit he larger hospital complex, it just blew out it's windows from the concussion.
