well, the go-nostr library certainly has functions to match on filters this way
the defined behaviour is matching on a prefix, which can be any number of tags plus a match on the prefix of the last tag in the filter tag eg:
["#p","hexnpubhere","wss://relay."]
would match anything up to that last dot
i wasn't aware this wasn't in the spec, it's in zeena (npub1lmh…988t) 's code
