It totally is, I'm just saying it's not always available, so it doesn't solve the bootstrap problem in every case. I see now what you mean about defining the word in an impossible way though. I don't mean to say that attestations based on IRL relationships aren't a way to bootstrap, you just might not have that resource at your disposal, so in order to get the graph going you need to either manufacture some kind of IRL (or other digital system) relationship and insert it into the trust graph, or step outside the trust graph and sort through spam another way.
