None of these proposals are alleging for companies to "cripple their services", and no one will be able to "get Signal, WhatsApp and other tools from outside of the UK".
What is being proposed is a practice called *Client Side Screening*. With client side screening, the state will infest every citizens phone with literal malware to monitor messages *before* they are being encrypted by whichever app you use – whether you've downloaded a version from the UK or Timbuktu.
