Your example is easy to solve. You can't victimise hypothetical beliefs but you can victimise people. So targeting Muslims, who are people, is more serious (harmful) than targeting Allah.

Consequently, "your god is shit" is vulgar opinion but "kill the Muslims and burn down their building" is a physical threat. The latter should be illegal, the former not.

How I understand freedom of speech is "You can say anything you like but consequences may vary."
