As an update. Today, I fixed up and adjusted the brakes and the front derailleur. The shifters on this thing are toast, which is just as well since the shifter cables are so rusty. I ordered replacement shifters which should get here in a few days, then hopefully just a matter of changing those out and then double checking cable tensions and a quick chain clean/lube, and it should be good to go.
