POW on nostr is used to mine events or pubkeys, not sats. When you mine an event, there is no way to cheat the system. If you are attaching sats to an event, there are many ways to cheat the system (for example if you own the relay you can fake attaching sats but you’re just sending sats to yourself). POW cannot be faked, you must actually do the work, and no one benefits but the event that gets mined.
