I was just starting to wonder if this spam is being done as an attempt to constructively impact nostr development.

Implementing a zap-for-permission-to-comment threshold would be the most obvious solution.

Btw because no one follow a spam bot an inbox queue that collect notifications from not following at nth degree (ex. 0-2) seems a quick and effective personal solution; shared lists and regex filters help to clear the obvious spam.
