Because you don't look at raw, per capita numbers of each match when figuring out trend like how people vote. You look at percentages and what sub-groups vote for whom. Several Asuka voters have said they would rather vote Holo than Mugi next time. You also have several power players like Fash-E becoming more active and telling multiple individuals to vote when a match is closer compared to when it's not.
When an opponent is overbearingly strong, and it's not the finals, less total people want to participate in a match because they find it boring or unnecessary, unless you have rampant cheating. This has been a consistent thing in both Chuuba tourneys, the Vidya Girl Contest, and throughout this event.
