The way this kill chain concept was explained, repairing a tank (like Poland does), does not make you part of the war. Providing target information does — something I have seen reports that the US and likely also the UK is doing.
I cannot help but wonder, if this is the real reason, Olaf Scholz does not want to provide Taurus missiles, because Germany would then have to support the use of the Taurus to an extent, that Germany would legally be considered part of the war.
