Contrary to the alt text, I think that weapon may actually launch chemical grenades, rather than fire conventional bullets. It could still be lethal, at that range, but I wouldn't expect the one wielding it to know that. This makes the situation more threatening, not less, since the element of conscience that may be present when using a definitely-lethal weapon would be missing when using a sometimes-nonlethal deterrent weapon that is believed to be always-nonlethal.
