Thinking about MS Recall:
If it takes screenshots every five seconds, that means the event stream that it was intended to sample has a period of no less than ten seconds, or an event rate of 6 records/min (based on Nyquist-Shannon sampling theorem)
There has to be some popular study or article that arrives at that number, which Microsoft cribbed in the design of its first stake in the ground. Finding that should help understand what the hell they were thinking
