IMO, for an uninvolved observer, there is no difference. "I wish Trump would get the chair" and "I wish someone would shoot Trump" is the same thing really, maybe # 1 is a bit more hand washing by hiding behind the laws, but 99% of people saying that won't be glad and happy when those laws and processes decide the person should live.
But for an involved actor or the society in general, there is a big difference, I agree with you there. Mosque shootings have as much justification as assassinating corrupt politicians, it's just a guy with a gun thinking his morality is the superior one.
