I don't think it's the explaining part or failing to explain part rather than there's nothing to hook people in.

Lemmy had people using it because it's Reddit without Reddit. Poast had people signing up for it, not even caring if it was federated at first because it was "Twitter but you can say racial slurs like it's 2014". The Japanese side of fedi had artists signing up for it because of Twitter bans, Pixiv letting their accounts sign up for Pawoo instantly, and Twitter constantly ramming their site into the ground.

Nobody signing up for these websites cared about what a federation is. Take a look at the official Mastodon marketing:

Now think to yourself how many people cruised right past that kind of marketing when they signed up for say Poast, moreso if they're burnt on Mastodon already from a bad server or an irrelevant social media platform like Parler/Gab. They don't care about this federation stuff, they heard there was a website like Twitter with fewer bans.
