Technically, #Ukraine could now perform a referendum in #Sudzha where local residents would vote for the whole #Kursk oblast, including Kurchatov (Kursk nuclear power plant) and capital of Kursk (town) to join Ukraine.
That would be a proper equivalent of the #Russia “referendums” of 2023. As Russian example has taught us, a proper referendum doesn’t really require that residents of the region’s capital participate in it…
