Follow the money.
Tom Vilsack was AgSec under Obama & Biden. When running for office, Vilsack's wife took $$ from one of the WORST anti-dog groups out there next to PETA, & that's the Humane Society of the US. Then he hired HSUS legal eagle, Sarah Conant, to work for the HSUS. Together, they backed anti-preservation breeder & anti-purebred dog legislation all over the country.
BTW, less than 1% of the millions that the Humane Society of the US takes in is spent on animals.
