I usually spray the undersides of my tomotoes’ leaves with a very dilute solution of plain liquid dish soap. It kills aphids. But those holes look like that created by a caterpillar. I find I am also routinely having to prune all branches so no leaves are ever in direct contact with the ground, and remove up to a third of the non-contributing interior vegetation to encourage air movement and access for soap applications and dilute foliar feeding.
