I do think there are three problems: students are now customers and want to get good value for money; getting a degree no longer equals getting a 'better' job (they see the poor ROI) and many of their friends are getting paid apprenticeships and having a good life with less debt.
My daughter is going to Swansea partly because the senior team sold it well to her rather than Plymouth who seemed to think their brand was good enough.
My generation nearly all went as it was 'free'.
