I'm not sure what the "solution" _should_ look like for that situation...
If someone has no intial follow and doesn't have any foothold into the network whatsoever, why should that person have anything bootstrapped for them? `zero` is the appropriate description of their influence at this point in time.
They'll need to do _something_ or meet _someone_ to notch that up, right?
